The full DOS version also has a configurable terminal
written in ME's script language which is a nice thing to have
inside your editor to download code to the target and establish
general comms with it.
Epsilon supports multiple windows into the same
file without any problems.
DOS, Win 3.1, and Win95/NT versions included.
Visual SlickEdit The new version includes a C function list.
That scans your file for functions and
displays them on the left. Double click the function to jump
to that location in the file. It has completely configurable
quick keys (lots of them). Very complete macro capability.
Use it all the time with dozens of open files; also use
it to compile from within the editor. The compilers are DOS
based and the output and error highlighting all show up within
the editor.
You ca an get a 30 day trial from their web page.
MultiEdit (?)
from American Cybernetics
Weblair, a script add-on for the Windows versions,
works with HTML files and offers a lot of pre-defined options.

RimStar (works on Win32, Win16, and OS/2).
It has great Brief emulation, supports all the features you are looking for,
and the main developer, Brian Smith, worked on the original Brief for DOS
after Underware sold it to Solution Systems.
Check them out and grab an eval copy.
